Overview

This service allows eligible current and former students to apply online for the issuance of certificates and receive their requested documents at nationwide-chain convenience stores (7-Eleven, FamilyMart, and Lawson) using multifunction printers, at certificate-issuing machines on campus, and by mail . It can also be used to have digital certificates (PDF format) issued online. Payment can be made either online by credit card or at convenience stores in cash or by other means.

Notice

Important: Certificate-issuing system replaced

As of 13 March 2025, advance online reservations via the Certificate Issuance Service are required for both on-campus and off-campus certificate issuance (certificates issued on campus remain free of charge).

ID rules change on 2 December 2025

The conventional Health Insurance Card (健康保険証) will be discontinued on 1 December 2025. From 2 December 2025, it will therefore no longer be accepted as an identification document for the Certificate Issuance Service.

The Health Insurance Eligibility Certificate (健康保険の資格確認書), issued in place of the Health Insurance Card, will continue to be valid as an identification document.

Note on the My Number Card (Individual Number Card): When using your My Number Card, please upload the front side only.

Graduates and other former students

The types of available certificates and eligible users are specified in the following:

Login manual for graduates

  • First-time users are required to complete the registration procedure here.
  • Those who have obtained an ID can login here.

Current students wishing to obtain a certificate from their previous program do not need to re-register as graduates; they can use their current student accounts to request a certificate.

However, for those who used the service before 13 March 2025, certificates from past programs may not appear in the menu. If this occurs, please contact the academic affairs office of your current Faculty or Graduate School.

Those who have more than one student ID (for example, those who advanced from an undergraduate to a graduate program, or from a master’s to a doctoral program) will normally have their IDs linked automatically. However, depending on the year of enrollment, this process may not occur. If your IDs are not linked, please register your additional ID by following the instructions from page 14 onward in the “Login manual for graduates”.

Students may continue to use the service via the Common Portal for All Students or KULASIS with current student fees until the end of the month in which they graduate or complete their program. However, those who withdraw from a program will immediately be subject to the login and fee requirements for former students.

Regarding prior consultation

The application process for certificates not available through "Convenience store", "Printing in school", or "Send online" is as follows.
If you have not yet registered for the certificate issuance service, please complete the user application first.

  1. Before applying for a certificate through the service, you must confirm if the desired certificate can be issued.
    Please fill out the Consultation Sheet below, attach it to an email, and send it to the relevant faculty or graduate school.
    Please use the following subject line for your prior consultation email:
    [Prior Consultation for Certificate Issuance] Applicant Name, Certificate Type
  2. Each faculty or graduate school will respond regarding the feasibility of issuing the certificate.
  3. Log in to the certificate issuance service, select "Other" as the certificate type, enter the name of the certificate you've confirmed can be issued in the remarks field, and then specify the number of copies and the delivery method. Finally, pay the issuance fee and shipping costs.
    Note: If you are applying for a Degree Certificate as an "Other," please also specify whether it should be in Japanese or English, and whether the title of your thesis should be included.

Prior consultation (steps 1 and 2 above) is not required for issuing the following certificates:
Graduation/Completion Certificate, Academic Transcript, Withdrawal Certificate, and Degree Certificate

Usage guide (to be read before first use)

Service dates and hours

24 hours a day, 365 days a year (except when the service is in maintenance, including in connection with related commercial services, and when it is suspended by the University)

Methods of issue

At a convenience store Use a multifunction printer to print the requested certificate.
From an on campus machine Use a certificate issuing machine to print the requested certificate.
"By mail" (in-person receipt on campus) Receive the requested certificate at your Faculty or Graduate School office. The issuance of the certificate takes several days.
"By mail" (domestic or international delivery) Receive the requested certificate by mail at a preferred address. The issuance of the certificate takes several days.
Online (digital certificates [PDF format]) Have a certificate download link sent directly to the intended recipient (such as a company and education/research institution).

  • Current students requesting a certificate related to their previous undergraduate or master's studies will be charged the current student fee, not the former student fee.
  • Printing out a certificate at a convenience store requires an additional fee of 60 yen per copy.

Printing out at a convenience store

After applying online, certificates can be printed using a multifunction printer in a convenience store.

Available stores

7-Eleven, FamilyMart, and Lawson stores in Japan with a multifunction printer

Please note that not all stores are equipped with a multifunction printer and that this service is not available at overseas locations.

When to print out the certificate

Each requested certificate must be printed out within seven days of application; it will become unavailable on the eighth day with no refund.

Having a digital certificate issued online (in PDF format)

Applicants will have a certificate download link sent directly to the intended recipient (such as a company or education/research institution).

Each certificate is digitally signed and timestamped, ensuring the same level of authenticity as printed versions. (If the document is modified after issuance, attempting to open it will result in an error message.)

Notes for users (current students, graduates, and other former students)

Before applying for a digital certificate, be sure to provide the URL of this page to the intended recipient (such as a company or education/research institution) and confirm the following details (required as part of the certificate issuance process):

  • Whether the intended recipient accepts digital certificates (PDFs) and online delivery
  • The name of the company or education/research institution to which the certificate is to be submitted (this name will be printed on the certificate)
  • The department or individual to whom the certificate download link is to be sent
  • The email address to which the download link is to be sent

Notes:

  • Each digital certificate (PDF) will bear the name of the intended recipient provided at the time of application.
  • Each certificate will be digitally signed and timestamped; its authenticity cannot be guaranteed if printed out.
  • Only one recipient can be specified per application; sending a certificate to multiple recipients requires multiple applications.
  • A download link that has been sent to an incorrect email address and that has not yet been opened can be resent to another address or disabled (with no refund).
  • Each download link is valid for three months from the date of application.
Using the World Education Services (WES)

The following documents can be sent directly to WES as digital certificates (PDFs):

  • Academic Transcript
  • Certificate of Enrollment
  • Certificate of Graduation / Certificate of Completion
  • Certificate of Expected Graduation / Certificate of Expected Completion

Note: Degree Certificates cannot be issued as digital certificates (PDFs).

If you wish to send other certificates, or submit a document in a format other than PDF, please consult the administrative office of your faculty or graduate school.

Important notes for sending digital certificates (PDFs) to WES
  1. On the “Recipient Registration” screen, be sure to include your 7-digit WES Reference Number at the end of your name.

  2. Set the recipient email address to submit@wes.org.

Notes for the recipients of digital certificates (PDFs) (companies, education/research institutions, and other organizations)

The process of receiving a digital certificate is as follows:

  1. You will be first asked to confirm whether you accept digital certificates (PDFs) online and then requested to provide the following:
    • The name of your organization (such as a company and education/research institution), which will be printed on the certificate.
    • The name of the person in charge at your organization.
    • The email address to which the certificate download link should be sent.
  2. After a current student, graduate, or someone who has completed or left an academic program applies for the Certificate Issuance Service, an email containing a digital certificate download link will be sent to the email address specified in 1 above. This link is valid for three months.
  3. Download the certificate from the link provided (if the file is suspected to have been tampered with, attempting to open it will result in an error message).

Notes on using the service

If you need a sealed certificate

It is not possible to obtain a sealed certificate at a convenience store. If you need a sealed certificate, please request one in person or by post.

Submission to the Ministry of Foreign Affairs (or any of its Overseas Establishments)

The Ministry of Foreign Affairs does not accept certificates issued at a convenience store, in school, and by PDF . To obtain a certificate that can be accepted by the ministry, please request one in person or by post.

Certificates from multiple programs

It is not possible to request certificates from different programs (such as undergraduate and master's) in a single application. Please apply separately for each certificate.

Multiple methods of issuance

It is not possible to request multiple methods of issuance in a single application. Please submit a separate application for each.

Name changes

If your name has changed since your graduation or program completion, your certificate will display the name you had at the time of graduation/completion.

If you are using the service for the first time after a name change, you will be asked to submit a document confirming the change (eg, an excerpt from a family register) as part of the identity verification process.

Notes for certificate recipients (persons in charge at companies, education/research Institutions, or other organizations)

  • Certificates issued at convenience stores are protected against forgery by POPITA technology. Recipients can verify the authenticity of those documents using the POPITA web app.
  • Digital certificates (PDFs) are digitally signed and timestamped to ensure the same degree of authenticity as printed versions. (If the document is modified after issuance, attempting to open it will result in an error message.)
