Regulations

Article 1: Name

The name of this alumni association shall be Kyoto University Alumni.

Article 2: Purpose

The purpose of Kyoto University Alumni is to promote exchange and friendship among its members while, at the same time, contributing to Kyoto University's overall development.

Article 3: Activities

In order to attain the objectives set out in Article 2, Kyoto University Alumni shall undertake the following:

  1. Activities related to providing and/or disseminating information regarding the current status of education and research activities at Kyoto University, and activities aimed at promoting exchange and friendship among alumni association members and at helping maintain their connections to Kyoto University
  2. Activities necessary for designing, planning, and implementing initiatives related to Kyoto University and alumni association members
  3. Other activities consistent with the purposes of Kyoto University Alumn

Article 4: Membership

Members of Kyoto University Alumni shall be organizations or individuals that support the association's purposes and fall under one of the following categories:

  1. Alumni associations of Kyoto University's faculties, graduate schools, or some other academic unit, or members thereof
  2. Regional alumni associations (including those based overseas) or members thereof
  3. Alumni associations of Kyoto University's official extracurricular clubs or members thereof
  4. Alumni associations deemed by the Secretaries as qualified for membership, or members thereof
  5. Graduates of Kyoto University undergraduate or graduate programs who do not belong to any of the associations specified in Items 1 to 4 of this Article but who wish to join Kyoto University Alumni
  6. Current or former Kyoto University executive officers, faculty, or staff who wish to join Kyoto University Alumni
  7. Other persons deemed by Secretaries as qualified for membership

Article 5: Executive Officers

Kyoto University Alumni shall have the following Executive Officers:

  1. Chair
  2. Vice Chairs: several
  3. Trustees: up to 100
  4. Secretary General: 1
  5. Secretaries: up to 30
  6. Auditors: several

In addition to the above, other types of Executive Officers, such as advisors and honorary chairpersons, may be appointed as necessary.

Article 6: Appointment of Executive Officers

  1. The President of Kyoto University shall serve as KUA Chair.
  2. The Vice Chairs and Auditors shall be appointed by the Chair from among alumni association members.
  3. The following persons shall be appointed Trustees:
    1. Graduate school/faculty deans
    2. Persons recommended by: alumni associations of faculties, graduate schools, or other academic units, or of official extracurricular clubs; or regional alumni associations; and then appointed by the Chair
    3. Other persons appointed by the Chair
  4. The Chair shall report the appointments made pursuant to Items II and III to an Executive Officers' General Meeting.
  5. The executive vice-president in charge of Kyoto University Alumni shall be appointed Secretary General.
  6. Secretaries shall be individuals who:
    1. Have been recommended by an alumni association of a faculty, graduate school, or one of the other academic units, and appointed by the Chair
    2. Have otherwise been appointed by the Chair

Article 7: Duties of Executive Officers

  1. The Chair shall represent Kyoto University Alumni and preside over its affairs.
  2. The Vice Chairs shall assist the Chair and, when necessary, act on behalf of the Chair.
  3. Trustees shall discuss matters of importance to the activities of Kyoto University Alumni.
  4. The Secretary General shall oversee the implementation of association affairs and supervise the secretariat.
  5. Secretaries shall plan and/or implement activities of Kyoto University Alumni in cooperation with the secretariat, and shall liaise and coordinate with each alumni association.
  6. Auditors shall audit the operations of Kyoto University Alumni and report their audit results to Executive Officers' General Meetings.

Article 8: Term of Office

The term of office of each Executive Officer shall be two years, but reappointment is not proscribed. The term of the Executive Officer appointed to fill a vacancy shall comprise the remainder of the previous office holder's term.

Article 9: Meetings

Kyoto University Alumni shall hold Executive Officers' General Meetings and Secretaries' Meetings.

Article 10: Executive Officers' General Meetings

  1. Executive Officers' General Meetings shall be attended by the Chair, Vice Chairs, Trustees, Secretary General, and Secretaries.
  2. Executive Officers' General Meetings shall discuss matters of importance to the administration of Kyoto University Alumni and to the implementation of its activities.
  3. The Chair shall call an Executive Officers' General Meeting at least once a year and chair these meetings.
  4. Executive Officers' General Meetings may not be convened and adopt resolutions unless the majority of the Executive Officers as specified in Section 1 is present.
  5. Resolutions at Executive Officers' General Meetings shall be adopted by majority vote of those present, and by the Chair in the case of a tie vote.

Article 11: Secretaries' Meetings

  1. Secretaries' Meetings shall be attended by the Secretary General and Secretaries.
  2. Secretaries' Meetings shall discuss the following:
    1. Matters related to member enrolment, withdrawal, and dismissal
    2. Matters that need to be discussed in relation to the agenda items to be proposed to Executive Officers' General Meetings
    3. Matters related to designing, planning, and implementing the activities of Kyoto University Alumni
  3. The Secretary General shall call and chair Secretaries' Meetings.
  4. Secretaries' Meetings may not be convened or adopt resolutions unless the majority of Secretaries is present.
  5. Resolutions at Secretaries' Meetings shall be adopted by majority vote of those present except in prescribed cases, or by the Secretary General in the case of a tie vote.

Article 12: Secretariat

  1. Kyoto University Alumni shall have a secretariat.
  2. The secretariat shall be based at Kyoto University.

Article 13: Revisions of Regulations

These regulations may be revised at Executive Officers' General Meetings by a majority vote of the Executive Officers as specified in Item 1 of Article 10.

Article 14: Miscellaneous Provisions

Any matter not specified herein that is necessary for the administration of Kyoto University Alumni or for the implementation of its activities shall be discussed at Executive Officers' General Meetings and decided upon by the Chair.

Supplementary provisions

  1. These regulations shall take effect on 3 November 2006.
  2. Notwithstanding the provisions of Article 6, at the time of Kyoto University Alumni’s founding, Executive Officers shall comprise the individuals listed in the appendix (omitted).

Supplementary provision

These regulations shall take effect on 1 August 2008 and shall be applicable from 1 April 2008.

These regulations shall take effect on 5 September 2014.
