The Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) is implementing the Emergency Student Support Handout for Continuing Studies. 
The program provides financial assistance to students who face difficulty continuing their studies due to a significant decrease in their household income or income from part-time work due to the spread of the novel coronavirus. Kyoto University is accepting applications for the program as detailed below.

1. Eligibility

Full-time undergraduate and graduate students (including international students) who face difficulty continuing their studies due to a significant decrease in their household income or income from part-time work due to the spread of the novel coronavirus.

For further details, please see "5. Handout Recipient Requirements (Criteria)" on page 4 of the "Emergency Student Support Handout for Continuing Studies: Application Guide (for Students)."

Note: As announced in a previous e-mail, if you are a Japan Student Services Organization (JASSO) scholarship student (who is receiving a scholarship as of December 10, 2021), you do not need to complete this application process. However, as you need to respond to a survey to confirm your intention to receive the emergency support, please be sure to respond to the survey through the Questionnaire System by the deadline.

3. Application Method and Required Documents

 Applicants are required to complete the following two procedures to apply for the emergency support:

(1) Online registration (through the Questionnaire System.)

(2) Submission of the required documents.

  ①   Online registration (through the Questionnaire System)

  • Log in to the Common Portal for All Students (https://student.iimc.kyoto-u.ac.jp/)
  • Select "Questionnaire System" → "General Questionnaire System" → "Respond to Survey" → "MEXT Emergency Student Support Online Registration"
  • Enter the required information in the online registration form.

Please note that online registration will be closed at 17:00 (Japan time) on January 13, 2022 (Thursday).

  ②    Submission of the required documents

For details of how to apply and how to complete the forms, please see the Application Guide and sample application forms listed in the "Reference materials," below. Please be sure to complete the forms correctly without any errors or omissions, and submit all necessary documents.

The forms are also available on the MEXT website. However, please be sure to use the forms provided on the Kyoto University website.

Note: Although MEXT's Application Guide describes some documents as being required "if available to submit," all of the documents are required for the eligibility screening by Kyoto University. Please therefore submit all of the required documents (unless there is an unavoidable reason).

Notes Regarding Required Documents
Please submit copies of the pages of your bank passbook, as evidence of item "2) You have lost a significant amount (50% or more compared to the months prior to the coronavirus) of part-time income due to the coronavirus, and the situation has not been improved in this year." Please enter the "month of decrease (50% or more)" in the relevant places in the copies. For further details, please see the item "Documents proving that your part-time income has been affected by the coronavirus and you are in one of the situations 1) to 3)" in section "3. Documentation providing you meet the handout criteria" on page 6 of MEXT's Application guide.

If you submit copies of your bank passbook as evidence of your part-time income or the amount of financial support received, please indicate the relevant parts with a highlight pen, etc.

4. Application Period and Method of Submission

Online registration period:
December 28 (Tue.), 2021–17:00 (Japan time), January 13 (Thu.), 2022
Document submission period:
January 4 (Tue.), 2022–17:00 (Japan time), January 14 (Fri.), 2022
(The application materials must arrive no later than 17:00 (Japan time) on January 14, 2022)
Note: the application counter's operating hours are from 9:00 to 17:00 on weekdays.

Method of Submission

Method of submission: Please submit the application forms and other required documents by post or by bringing them in person to the application counter. Please note that the university does not accept applications via LINE.

Note: Please be sure to send them by registered mail or other means of recorded delivery, such as Japan Post LetterPack Light (from 370 yen). If using the LetterPack Light, please write "Application for Emergency Student Support Handout Enclosed" in the "Contents Description" column on the LetterPack Light envelope.

②    Bringing to the application counter in person

Bring the documents to: The Scholarship Section Counter, Student Affairs Division, Education Promotion and Student Support Department, located on the 1st floor of the Research Building No. 10 (please confirm the location on the Main Campus Map. Research Building No.10 is marked with the number "60").

Please note: if it is difficult to submit the application documents by either of the above methods (if, for example, you are currently studying abroad), please consult with the contact below via e-mail (see 6. Contact).

5. Points to Note

  • The amount of funding to provide support under this program is limited for each university. Therefore, some applicants may not be selected to receive support through the program.
  • The criteria described in "5. Handout Recipient Requirements (Criteria)" of the MEXT Application Guide, such as the ratios of decrease in household income or income from part-time work, are provided as a general guide only. Even if the ratio of decrease is slightly less than described in the criteria, you may still be able to apply for the program. Please try to prepare the necessary documents to support your eligibility and apply for the program.
  • If your application is not selected for the program, the university will notify you directly.
  • If your application is selected for the program, the cash will be transferred to your bank account, and the university will not notify of the result directly.
  • If any false information is found in your application, you may be required to refund the funds. Please be sure to prepare all necessary documents to support your eligibility, and complete the application and other forms correctly without any errors or omissions.
