Establishing a New Academic Foundation for Kyoto University, Built on a Tradition of Academic Freedom
Kyoto University was founded in 1897 as Japan's second imperial university, and it has since developed into one of the nation's leading comprehensive research universities. Guided by the founding principle of “self-reliance and self-respect” advocated by its first president, Hiroji Kinoshita, the spirit of valuing autonomy and independence continues to thrive at the university as its culture of academic freedom — an invaluable tradition and the foundation of the university’s development.
In pursuit of its mission to contribute to harmonious coexistence within the global community, Kyoto University has generated outstanding knowledge through free and innovative research, fostering numerous recipients of prestigious international awards, including the Nobel Prize, the Abel Prize, and the Fields Medal. Through an approach to education that seeks to engender a creative spirit, we have cultivated generations of outstanding researchers and highly skilled professionals. As we move forward, it is essential to globally develop the virtuous cycle whereby new knowledge generated at the university gains societal recognition, attracting people to the university, and leading to the generation of further new knowledge and talent. To achieve this, we must build upon the various reforms we have pursued to date and advance further reforms in research, education, and management, thereby driving the university’s ongoing growth.
In July 2026, Kyoto University was selected for the Japanese government's Universities for International Research Excellence program, and in August, the Research System Strengthening Plan to be advanced pursuant to the program was approved. Guided by its Mission Statement, the plan establishes the following vision for Kyoto University as a University for International Research Excellence:
- Contribute to addressing diverse social issues and foster innovation that can transform society through the generation of knowledge by unrestricted and original research.
- Cultivation of outstanding researchers who will lead global academia and highly skilled professionals who can thrive on the global stage.
- As a comprehensive university engaged with the international community, form an international knowledge hub that attracts diverse human resources from around the world.
The foundation for realizing this vision is the introduction of the Department System, aimed at enhancing research capabilities, alongside the development and strengthening of the university's research and education systems based on that structure. Leveraging the designation as a University for International Research Excellence as a vital opportunity, we aim to establish a new academic foundation for Kyoto University, rooted in its tradition of academic freedom, and strive to realize the vision outlined above.
With an eye to the future of Kyoto University 25, 50, and even 100 years from now, I am committed to working collaboratively toward the further development of Kyoto University by listening to the voices of our entire community, including faculty, staff, and students, and engaging in ongoing dialogue.
I ask for your understanding and cooperation as we build a new foundation for advancing scholarship in the next generation, grounded in Kyoto University’s tradition of academic freedom.
