4th FAQ Regarding the Implementation of The Basic Policy to Ensure the Safety of Yoshida-Ryo Resident Students

Since issuing the first, second, and third FAQs, we have received several more inquiries from Yoshida-Ryo resident students and others. We have compiled this 4th FAQ based on some of the more widely relevant questions received.

Please note: although based on actual questions that we have received, the following questions have been formulated by the University to help readers understand the Basic Policy. Any persons appearing in the following text are fictitious.

Q-1:
I am a third-year student. Item (3) of the Basic Policy to Ensure the Safety of Yoshida-Ryo Resident Students states that "In principle, the students (both undergraduate and graduate) are eligible to reside in the alternative accommodation for the duration of their regular term of study."

As I passed the selection examination for the short-term completion system of the Faculty of Economics, I am planning to live in alternative accommodation with the same rent as my current rent on and after 1 April 2019. I would like to confirm whether or not the regular term of study for the short-term completion of the master’s program is one year. Is my understanding correct that if I complete a master’s course within the regular term of study and then proceed to a doctoral course, I will continue to be eligible to reside in the alternative accommodation with the same rent as my current rent through following the prescribed procedures? Please provide details of specific exceptional cases to which item (3) is not applicable. For example, is a student, who is not enrolled at the University for a certain period after completing a master’s course and until enrolling in a doctoral course, eligible to continue to reside in the alternative accommodation?

A-1:
The short-term completion system of the Faculty of Economics is a special system for certain students who satisfy the prescribed requirements with regards to academic performance and the number of credits earned. The system enables such students to shorten their term of study on the master’s program to one year. However, in some cases students enrolled under the short-term completion system still require the regular two-year term of study to complete the master’s program.

If you proceed to the master’s program after moving to the alternative accommodation, you are required to sign a pledge form to reside in the alternative accommodation for the regular term of study of the master’s program, and you may stay in the accommodation for two years if required in order to complete the master’s program. If you later advance to a doctoral program, you will be required to follow the same procedures again. The rent for the alternative accommodation will be the same as the current rent: 400 yen per month.

Q-2:
I am a second-year student. I will become a third-year student in the Faculty of Engineering in April 2018. From my 4th year, I will study at Katsura Campus. In this case, is it possible for me to have alternative accommodation near the Yoshida Main Campus provided to me for one year in FY2018, and then another alternative accommodation near Katsura Campus to be provided for me in April 2019?

A-2:
Eligible students can select alternative accommodation only once. If it will be necessary for you to commute to Katsura Campus after advancing to your 4th year, please consider this situation and make a request to the Welfare Division, informing them of the area in which you wish to live. For example, if you request an area between Yoshida Campus and Katsura Campus (such as Shijo-Omiya), the Welfare Division will then try to arrange for a private apartment near the requested area as alternative accommodation.

Q-3:
I am a second-year student. I am planning to study abroad from September 2018 to June 2019. I would like to live in the Yoshida-Ryo until I leave Japan to study abroad. Also, is it possible for me to be provided with alternative accommodation directly before I return from studying abroad?

A-3:
The Basic Policy to Ensure the Safety of Yoshida-Ryo Resident Students states that "Yoshida-Ryo resident students must leave the dormitory by the end of September 2018." However, this does not mean that they are unconditionally allowed to live in the Yoshida-Ryo until that deadline. The deadline has been set to provide sufficient time for resident students to prepare before leaving the dormitory, as they will need time to select and decide alternative accommodation, organize their moving schedules, and follow the other necessary procedures. Please, therefore, make a decision regarding the alternative accommodation as quickly as possible.

Regardless of when students actually move into the alternative accommodation, once the alternative accommodation is provided, students may be required to pay certain fixed charges (water charges, etc). In most cases, students are required to pay such charges from the time when they receive the room key and can actually reside in the accommodation. Please ensure that you understand the terms and conditions thoroughly before selecting alternative accommodation.

Q-4:
I am a fourth-year student. The FAQs issued so far have stated that students residing in the alternative accommodation must pay for their own utility charges. Most apartments have a fixed water charge, and the landlord or apartment management company presumably pay the combined water charges for all residents to the waterworks bureau in a single payment.

Regardless of whether the resident actually opens the water supply valve or not, or whether the resident actually lives in the room or not, do they still need to pay such water charges? If I do not actually use any water, I would prefer not to pay the charge. If possible, please arrange for me not to pay such charges until I actually live in the alternative accommodation.

A-4:
According to the information provided by the Kyoto University Co-Op Living Shop Renais, which will arrange for the alternative accommodation for students, most apartments require residents to pay water charges after they have received the room key and can actually live in the accommodation. Therefore, once you have selected your alternative accommodation and receive the room key, please move into the apartment as quickly as possible.
