The Organization for the Promotion of International Relations (OPIR)

The OPIR is responsible for decision-making in matters relating to international relations at the university-wide level. The OPIR serves as Kyoto University's "International Strategy Headquarters."

The International Center

This center has ten faculty members dedicated to putting Kyoto University's concepts of international exchange into practice. The center also assists the OPIR in the following ways:

  • Provision of education on Japanese language, culture and society for international students
  • Provision of information and advice about study and daily life for international students
  • Provision of information and advice about study and daily life for Japanese students seeking to study overseas
  • Provision of information for international researchers about Japanese language and daily life in Japan
  • Other services for university-wide international exchange among students and researchers

International Service Office

The International Service Office provides the following services for international researchers and students at Kyoto University.

  • Management and maintenance of the Kyoto University International Houses (Shugakuin, Uji and Ohbaku)
  • Management of housing information on the OPIR website
  • Acting as proxy for Certificates of Eligibility for resident status for international researchers
  • Provision of housing information for international students, including information about the "Kyoto Area Foreign Students Housing Guaranty System"
  • Help with various applications, such as those for part-time work permits, partial reimbursement of medical expenses, and subsidy of national health insurance

International Affairs Department

International Affairs Division

The International Affairs Division assists the OPIR mainly in relation to research-centered endeavors such as academic exchange with overseas higher education and research institutions, sending faculty and administrative staff overseas, hosting international researchers, and administrating Kyoto University International Symposia.

Foreign Student Division

In order that visiting international students can fully devote themselves to their study and research, this division provides assistance with various aspects of student life in cooperation with organizations related to international relations within and outside of the university. It also promotes overseas study by Kyoto University students and provides support for student involvement in local community activities.
