2nd FAQ Regarding the Implementation of The Basic Policy to Ensure the Safety of Yoshida-Ryo Resident Students

After issuing the first FAQ, we received several further inquiries from Yoshida-Ryo resident students and others. We have compiled the following 2nd FAQ based on some of the more widely relevant questions received.

FAQ

Please note: although based on actual questions that we have received, the following questions have been formulated by the University to help readers understand the Basic Policy. Any persons appearing in the following text are fictitious.

Q-1:
I am a third-year student. Do students need to pay the costs entailed in moving to alternative accommodation?

A-1:
If you use a moving company that is contracted by the University, the costs will be covered by the University. However, if you use a company which has not been contracted by the University, or if you hire a rental car and move by yourself, you are personally responsible for the costs incurred.

Q-2:
I am a first-year student. If I move to alternative accommodation, I will need to buy appliances and furniture, including refrigerator and bed, and arrange for an internet connection. Will these costs be covered by the University?

A-2:
The University will not cover the costs of appliances and furniture that you buy or rent. Students must bear such costs themselves. Costs for internet connection are also the responsibility of students and will not be covered by the University. In some cases, an internet environment will already have been established in the accommodation. In general, however, students are required to conclude their own contract with an internet service provider.

Q-3:
I am a second-year student. I do not want to move to distant alternative accommodation from which I have to commute to the University by bus.

A-3:
We are planning to arrange for private apartments as alternative accommodation, from which students can walk to the Yoshida campus or commute by bicycle. For those students who wish to move to alternative accommodation near the Uji or Katsura campuses, we are planning to prepare private apartments near those campuses.

Q-4:
I am a second-year student. Why won't the University hold a briefing session to explain about the alternative accommodation and the Basic Policy? Many students have the same question. I think it is more efficient to have a group meeting to provide an explanation to all of the people concerned.

A-4:
We are not planning to hold such a briefing session. If you have questions or inquiries, please contact "yoshidaryo-faq*mail2.adm.kyoto-u.ac.jp" (please change * to @) via email. If we receive questions that we consider to be of general relevance, we will share the information requested through the FAQs (omitting personal details).

Q-5:
I am a first-year student. As I have a pet in the Yoshida-Ryo, I want to move to alternative accommodation that allows me to keep the pet.

A-5:
We are afraid that most private studio apartments do not allow residents to have a pet. We cannot guarantee to provide you with alternative accommodation in which you can keep a pet, and we are unable to provide such accommodation upon request.

Q-6:
I am a first-year student. I have a question regarding the leasing contract for alternative accommodation. At the time of concluding the leasing contract for the alternative accommodation, are students required to find their own guarantor?

A-6:
As the contract for the alternative accommodation will be concluded by the University, students do not need to find a guarantor.

Q-7:
I am a second-year student. I wish to confirm the following two points concerning the "Survey Regarding Moving to Alternative Accommodation," which was issued on 24 January 2018:

  1. What is the purpose of the survey (how will the results of the survey be used)? I do not understand the policy of this survey.
  2. Will the results of the survey be made public? If so, how? What information will be made public, and to whom will it be provided? Will you disclose the personal information of the respondents? Before answering the survey, I would like to know in advance how the results of the survey will be handled. We are required to answer the questions using the Kyoto University Questionnaire System, which means our names are identifiable through the system. I would therefore like to know the University's policy regarding the handling of personal information.

A-7:
The "Survey Regarding Moving to Alternative Accommodation" is being conducted in order to ascertain the following:

  • Whether or not students currently living in the Yoshida-Ryo wish to move to alternative accommodation.
  • Which campus area they wish to move to if they do want to move to alternative accommodation.
  • The respondent's student status if they will be (or expect to be) a non-full-time student as of April 2018.

The survey will not be used for any purposes other than the above. The University will never provide or disclose the information to third parties.

Q-8:
I am a third-year student. Will the University rent private apartments and then provide them to the Yoshida-Ryo resident students as alternative accommodation? In this case, would it be possible for the Yoshida-Ryo Resident Student Association to receive details of the alternative accommodation available, allocate the resident students with rooms in accordance with their requests, and then submit the details of the allocations to the University?

A-8:
Regarding the allocation of alternative accommodation rooms, the University will directly contact each student and provide them with alternative accommodation. The Yoshida-Ryo Resident Student Association cannot be involved in the process.

Q-9:
I am a first-year student. If we, the Yoshida-Ryo resident students, move to alternative accommodation, will we pay the accommodation fee to the University or directly to the apartment management company or landlord? Is it possible that the Yoshida-Ryo Resident Student Association could collect the accommodation fees from the resident students, and pay them to the University in a lump sum?

A-9:
After moving to alternative accommodation, each student must pay their monthly accommodation fee of 400 yen to the Welfare Division every month. Students residing in the alternative accommodation must make their own individual contracts with electrical, gas, and water companies, and pay their own utility charges (although in some cases, water charges will be covered by the apartment management company or the landlord).
